the Hooters' franchisee in Troy, Michigan. He wanted to build a new restaurant and raze the current one. The city fathers hemmed and hawed, refusing to grant him a liquor license. The enterprising fellow went one mile away and built another Hooters and opened without a liquor license...and he kept the original restaurant open, too.
Now, the prudish officials have not one domicile of the scantily clad, but two.
